How to Submit a Form 3

Overview

A step-by-step walkthrough for completing an ATF eForm 3. This process applies any time you need to transfer a serialized item to another FFL — including out-of-state transfers.

Steps

  1. Log in to ATF eForms.

    Sign in using your Dealer login credentials.

  2. Open a new Form 3.

    From the ATF eForms home page, click the Form 3 icon to start a new submission.

  3. First train-stop.

    Click Next — there's nothing to fill out on this screen.

  4. Application — pick your FFL.

    Select your FFL from the dropdown. If you have multiple FFLs, pick the one that owns the serial number you're transferring out.

    ​Tip: Use the Internal Control Number field to label this Form 3 so it's easy to find later.

  5. Transferor — just keep moving.

    This stop only contains preset information. Click Next to advance.

  6. Transferee — entering receiving dealer info.

    Enter the receiving dealer's FFL/SOT details:

    • First 3 / last 5 of the FFL number

    • EIN

    • SOT class

    When all fields are filled in, click Retrieve License.

  7. Line Item — select the firearm.

    Pick the firearm from your transferable inventory:

    1. Click Add Firearm — your inventory list loads.

    2. In the S/N field, enter just the serial number with no dashes (ATF eForms doesn't accept them).

    3. Select the matching S/N from the list.

    4. Click OK.

  8. Certify — finish the form.

    Complete the captcha and certify your Form 3. That's it — you're done.

Quick Reminder

If you have multiple FFLs, the FFL you select on the Application step must be the one that owns the serial number you're transferring — otherwise ATF eForms will reject the submission. This applies to all Form 3 submissions, in-state and out-of-state alike.
